I recently opened a case and it was closed by PayPal but I believe I sent a payment to a fake company. I initially reported this as unauthorized transaction, and being that I can’t re-open my case, how can I dispute and get a refund? I tried calling and emailing the “store” and I receive messages that the number has been disconnected and emails gets sent back to me. I’m very concerned.

Unauthorized Payment is for when someone without permission accessed your account and made a payment. You in fact authorized the payment hence your claim was denied. You would file Item Not Received dispute. Contact customer service and let them know you filed under the wrong claim reason and ask to switch it to Item Not Received. If PayPal refuses and you paid with credit or debit card, contact your card issuer to dispute the charge.
