Fraudulent practices

I bought some products from China for one value and they ship something completely different extremely cheap. When I contacted PayPal through the resolution center a dispute was initiated. The company offered a 25% discount from the price I paid and to keep the product they sent me. This is not acceptable as the product received is junk and has no value at all. Strangely enough PayPal ruled in favor of the supplier! I don't think this is normal. Does anybody have similar experience and what would you recommend to be done?
