Fraudulent activity; then closed account

Hi,
Asking this on behalf of a relative. They got a notification that a new email address was added on the account (they did not add it) and then notifications of transactions of 49.99 and 99.99 dollars to Xsolla.com; every couple of minutes. Because the transactions were happening fast, they closed the account to stop the fraudulent transactions.
Now they have reported the fraud to their Bank (the debit account from where the funds were taken) but what options are there to report it to Paypal as the account is closed. I would assume Paypal still holds the transactional details of the fraud. From what i've read, the account cannot be opened but there must be alternatives.
