I received an email saying that a new account was opened using another of my email address, and a follow up saying that it was confirmed. When I tried to reset the password on that PayPal account, it tried to text a number that is not mine. What can I do?

Do a sweep of your devices for malware. Because whoever it is has access to your email account somehow if they are able to confirm the email address. Make sure you have no remote access software downloaded into the device. Change your router, change your internet service or connection. Check your credit report for identity theft.
Click the bell icon in your account and send a message to PayPal about the email situation. See if you can look up that number. Could be a burner number though.
