I made a purchase on Offerup and used my Paypal account. The vender refuses to send me the tracking number and is no longer communicating with me. I have tried filing a claim with Paypal. In the report I chose that "I suspect the seller is fraudulent". I continue to the next page and choose the option "the seller hasn't delivered the item or product". Then a message pops up and states "Sorry, you can't report this type of issue for the selected transaction". What am I doing wrong?
