Fraudulent Seller Paypal wont do anything about

I recently got scammed buying something online and paying with Paypal - the item I ordered had a tracking number that said delivered but nothing was received.  After contacting USPS they advised the address it was sent to was another address in my town (so tracking indicated is was correctly on its way to me).  USPS used the term "paypal scam" when they asked how I paid.  Turns out these sellers just send some random small item or letter (not what was ordered) to an address near you so they have a valid tracking number saying delivered.  I contacted paypal twice, but as the seller was able to provide the "delivered" tracking number just closed the case and said my request was denied.  Looking online at reviews of the site Im not the only one to fall victim.  I get that yea its my fault for trusting a bad site etc but Paypal wont even look into the website in question, as of right now its still up and running with paypal the only payment method. Trying to be a decent person warning Paypal its a scam but they dont want to know.

APPEAL

To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address.

When you have that, contact PayPal via phone (log on to your account and click Contact at the bottom of the page, however that may not be an option at the moment due to covid), or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
