Hi All, Any ideas how I am report PayPal to the ombudsman for failing to deal with a scam/ fraudulent transaction, please? Thank you.

Go to paypals user agreement and read it well first before you lose a lot of money.

Then there is a section in there that deals with paypal complaints and their regulators.
