I have a friend who is going through copious amounts of identity theft currently. He was sent an email from Paypal confirming transactions being made in his name but he has never made a Paypal account. The thieves were able to get ahold of every single piece of his information and this is not the first institution they have made an account for fraudulently. What should he do? The phone number from the website has 11 numbers instead of 10 and seems to be glitched.
