How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

https://www.paypal.com/webapps/mpp/first-dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

Advice is voluntary.
Kudos / Solution appreciated.

PayPal is absolutely no help and now I wonder if I can trust them on any purchase.  I ordered 2 RC Helicopters 5/17/2020 on a FB ad and paid thru PayPal. No communication or Tracking thru Xixiya. Received 2 toy models that were NOT RC models on 6/11 and immediately filed a dispute for fraud with PayPal same day. Three laughable refund offers, $8-$12 and $15, I declined. They offered "Full Refund" if i shipped the models back to an address in China with tracking which would cost me $85 US.  They were shipped from Morris NJ!! I countered with they could send me a pre-paid return label and I'd happily return for a full refund.  PayPal declined my refund because I didn't send the models back per Xixiya offer. Getting a runaround from PayPal now so putting a hold on any PayPal useage until this is squared away.  I hold minimal hope.  If anyone DID get a refund, tell me how you did it!!

Yes, the same thing happened to me.  I paid $69 for "Apple AirPods Pro" and what I got were Chinese knock-offs that don't work.  They came more than a month after I ordered them.  I sent in a dispute to Pay Pal and they were not at all helpful.  If you ever find out what can be done please feel free to send a response to the message.  This would be much appreciated.  BTW, I checked via Social Media and our problem is very common.  This company should not be able to sell anything through PayPal.  They should not be able to send anything period.

I am also curious why is it that if this is not the first time this company had a complaint with paypal they haven't done anything about it, I was also defrauded, I purchase a pair of " Dr. Martens boots" in April, June it's almost over and I haven't heard anything or seen this boots even though I open a claim thru paypal and my case it's already closed and guess what? I have no boots and no money either, why are they still doing business with this company?

?this dispute was not resolved i am not getting any cooperation from the buyer for a refund. I bought an item that would be worth $50 dollars regular price. the item I received was not anything described that i was suppose to receive. i received a small toy plastic only figure and it was suppose to be a life size little "the child" doll that was animatronic and everything. it took over 2 months to get here from china and to send it back is a big waste of my time and money especially when the item I received was incorrect and did not include any and all what was explained to me or shown a picture of what I originally was ordering. They first told me if I could keep it and try selling it to someone else....What??? then they wanted to give me a refund of 6 dollars and be fine with that....?? Um no I want a full refund. they keep trying to blow me off and not follow through with a full refund. I would like some =one to internally look at this company that you have that is dealing business with you I feel they are very misleading and fraudulent because of what they sent me. I would like to compare it to an example of buying a remote control car that has many moving parts similar to the moving parts on my animatronic doll i didn't receive. Son instead of the remote control car you receive a plastic toy car... Is that right? Is in Fair business practices?? I would Say not a chance it would be. I would like to request directly my money from Paypal and then you get the money from the seller if that is possible. There should be pictures that I originally attached to this dispute that now shows closed.
