Paypal let an international site order without me accepty. PayPal has perpetrated theft and fraud in conjunction with this other illefal company

what government agencies do I contact and report the theft and fraud that PayPal has committed and obviously will continue unless an agency prosecutes them in court for theft and fraud. The order is not even for thr right size. I will start on twitter FB etc advising unsuspecting people that PayPal is working with international companies to defruad their customers.
