hi all-
I started a transaction with a person from an e-bay like app and sold him an old phone of mine. He sent me a payment via paypal and I got emails asking for additional information (proof of shipment with a tracking number) before paypal would release the funds and I sent that. However, now its stating I have account limitations and when I forwarded that email to the 'spoof email' it came back with that I was correct and this was a phishing email.
How do I go about getting a payment due to this fraud

If there are no funds in your paypal balance then you were scammed by spoof paypal messages.
As no part of the transaction was actually done on paypals site then there is nothing paypal can do for you.
