Fraud

I currently made a purchase and realized it was a fraud. I tried contacting the person, through the email that was provided and I received a email back stating that it was not a real email. How do I get my money back. Its only been 3 weeks. I opened a case here in paypal and was closed.

Can't understand why a dispute for non receipt of item would be closed if the seller did not provide tracking???
