Fraud from a Seller

I purchased an item that ended up being shipped from China.  The item they sent was not even close to what I purchased - it is obvious fraud by this seller.  They acknowledged this (and blamed it on someone that listed it) but now they expect me to pay for the fraudulent item they sent to be returned before they will refund my money.  They know full well that the $32 I paid for the item will not even cover the shipping back to China of this fraudulent item.  I filed a resolution complaint through PayPal and expect my full refund; it looks like PayPal does not really care.  I am not paying it to ship this back to China.  Any suggestions?
