Hello, unfortunately recently I became a fraud victim.
I purchased an item (~28usd) from a seller (from facebook advertisement), but instead of purchased item, I received totally different item, basically cheapest item that could be send and tracked (value maybe 2usd). Only after that I started to research this seller and found out that others fell for exactly the same scam, even received exactly the same cheap item. Of course I opened a PayPal dispute and the best deal I got is that I get a refund if I ship the item back and only once scammers receive the item. So my only options now are to cancel the dispute and loose 28usd or to ship the item from Europe to China and loose shipping value or even shipping value +28usd if sellers address is fake or doesn't reach them. How is that fair if I loose money anyways?

In the event of a dispute you need to bear in mind possible return trackable costs before you buy from that seller / item / country because....
Paypal state this >>
PayPal is not obliged to reimburse you for any costs that you incur to comply with any of PayPal’s requests for cooperation for the purpose of resolving the problem (including, without limitation, costs that you incur to return a SNAD item to the Payment Recipient or another party as PayPal requests), although sometimes it may reimburse these costs.
Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
