Fraud - Resolution Centre not accepting case

Can anyone help with issues relating to fraud?

I have not receive the goods/services I have paid for and when trying to open a case, PayPal automatically closes it as soon as I have submitted it? I have proof that I have not received the items and email correspondence with the seller showing months of emails with no reply. The PayPal message centre is down and really getting desperate in trying to contact someone.

Any help would be much appreciated.
