Fraud Charge for Lack of Funds

Hello - I have spent multiple days on hold with PayPal and have had no resolution so I am hoping to get help here.
I had a fraudulent charge on my account on 9/16. I disputed the charge with PayPal (also on 9/16)and called my bank to alert and ensure that the fraudulent amount would not be taken out of my bank account. PayPal then charged me a $25 fee for "lack of funds" when they tried to charge my account for the fraudulent transaction, after they had been told it was fraud and suspended my account because it was fraud. I have been told that "that's how PayPal makes money so they can't refund" my fee.
I am not sure how I paid $25 for PayPal's lack of security and my attempt to take all necessary precautions to make sure that a fraudulent transaction went through.
In addition I have had extreme frustration in trying to resolve this issue between my account being suspended, messages in the resolution center being closed without any contact with me, transferred from "disputes" to "limitations" to "specialist" and then being told that I needed to restart the process by creating a new message in the resolution center. I even tried to call my bank to reverse the fee because of my frustration in dealing with PayPal.
