I have made a fraud case and the seller has agreed to refund the money on eBay, the seller can’t cancel the order unless there is no report open. What do I do?

They are talking rubbish, if you cancel any dispute or claim they can ignore you.
They are perfectly able to issue a refund whilst the dispute is ongoing and that would cancel the dispute automatically.
If you had to cancel a dispute to get a refund then it would be pointless having a dispute process in the first place.
Advice is voluntary.
