I opened a claim as I bought a fake jacket online. And the seller agreed to give the full refund to me. But after I sent the jacket to him. He refused to receive it. Then I said that situation to PayPal and they asked me to provide tracking information. I provided post label and everything of the post. But PayPal finally closed the claim in the seller's favor says that the tracking info I provided was invalid. But there is no reason for why this tracking information is invalid. The address is the same as PayPal provided. How can PayPal protect buyers right in this way?

Does the tracking number you provided show online delivery of the item to the seller via one of paypals approved couriers?
