Fined by Customs and accused of smuggling

Well, I bought a product for 399 USD 2 months ago. Everything was fine and the seller seemed ok. But today I have got an email from DHL claiming for 700 USD in fines (340) and import taxes(360). It seems that the seller tried to bypass the customs claiming the product was only 50 USD. I knew that I would have to pay for import fees, but I am really upset about the USD 340 fine and being labeled as a "smuggler" in legal government documents. DHL recommended me to get a full refund from the seller on the 340 USD. Do you think PayPal would be ok with it? Thanks in advance!
