Filling a claim with PayPal has failed me

As I emailed the seller and PayPal 2weeks ago and haven't recieved any notice of tracking number or confirmation of you sale towards me. I have tried placing another dispute, and was not allowed by PayPal. After I did not approve the charge to be paid with the new PayPal charge account l. But with my credit card to be charged and it was declined. And PayPal them charged my PayPal credit with no approval. Regardless this being one issue I was not sent no merchandise and I have reached out to the seller and no reply. And upon investigations online this company has a history for scamming people. And I have proof for everything including the emails to the seller & scamming info and review and ip address that is owned from CHINA. My PayPal case: PP-D-88546385 case.
