Filing dispute against money sent

Hello all!
I paid for an art commission July 7th once I was sent the line art. Since then I have not heard from the artist when trying to contact them through email, Twitter, or their Patreon. Someone suggested that I file a dispute to get my money back, but when I try the only option that's available is reporting an unauthorized payment. My guess is because this was simply money sent to another PayPal account and not an actual seller from eBay or a business.
I sent this from my personal account.
Is there any way to dispute this at all? Is there any way to get my money back?
