File “didn’t receive item” when previous unauthorized dispute denied

I purchased item on 1/4/21 & paid that day. Seller said she would ship that afternoon & send tracking info within the hour (per her words & not because I requested it). When my messages later that day (& the next) went unanswered, I became concerned. Then, when I tried to retrieve my messages her name was only listed as “Facebook user” & all of her messages were deleted & stated “unavailable”. By this, I assumed I had been scammed. Filed dispute but did not see option that seemed to fit bc it had only been 48 hrs, so I thought I should file dispute as fraudulent activity. But PP denied my claim without even asking for any proof of my accusations. Now, I definitely can at least file as item not revived but how can I file a claim again on same transaction?
