Faulty purchase dispute

I bought some second hand nappies and was told the PUL (waterproofing) was good. I was unsure when they arrived but obviously needed to test them - by putting them on my child, and obviously had to wash them first, then after. They aren't OK, they leaked big time. Seller says because they were washed and worn that I can't get my money back, is this right? I'm not sure how you tell something is faulty without using it first?? And obviously I couldn't send them back full of wee so needed to wash them. But apparently this is PayPal policy? I can't seem to find that so wonder if someone can confirm before I open a dispute? She's offering a partial refund, but £4 from £15 I feel isn't enough as they're unusable. Thanks
