Bit of a long story, I bought a pet fountain on ebay, and paid via paypal balance. The plug in transformer fell apart within 10 days and stopped working. Contacted vendor for a replacement of transformer, via ebay messaging, and was told no as the vendor could confirm what I did to it. So I asked to return the item for a refund as the goods were faulty and of non merchandable quality and to return the item. The vendor offered a part refund less than the cost of a replacement part.
So raised a dispute with paypal, the vendor has not replied on dispute yet the dispute went in their favour.
What can I do as the the pet fountain is unusable.

A dispute can't go in a sellers favour as paypal don't get involved until you escalate it to a claim.
So did the dispute 'time out' 20 days of opening or do you mean you opened an ebay and not a paypal dispute?
