False Report Resulting in Ban

Hello PayPal Community!
I am reaching out here for advice.
My brother, a live streamer, was the victim of a false flag in which a viewer with malicious intent submitted a photoshopped image of a direct message to suggest a donation that he received on live stream was payment for a gambling debt on a football game.
He has been banned for over a year now without any opportunity to tell his side of the story and has lost substantial income as a result as well as had his account frozen with thousands of dollars inside of it. Not only this abuse of the system concerning, the fact that my brother a longtime loyal user of the platform has lost a huge portion of his livelihood solely based of an image received from a random person on the internet is unfathomable to me really.
Has anyone heard of any stories like this?
What other steps can we take to have PayPal hear our case and look into reinstating his account and unfreezing his funds?
