False Dispute

I sold an iPhone and 3 weeks later the buyer says it doesn't work.  He claims to PayPal that he tried to reach out to me but the only time he did was the day he purchased the phone, which I have proof of.  I went ahead and agreed to have him send me the phone back and I would reimburse him.  He provided the tracking number to PayPal to show that he sent it back.  I received it today.  The tracking number on the package matched up to what he gave PayPal, but there was no phone in the package.  The only thing in the package was a windshield wiper?!?!?!  PayPal says I have to respond back by tomorrow 1/9 or they will automatically reimburse the buyer the money.  There is no way to inform PayPal in the Resolution Center were this case is listed.  

 

Does anyone know how to inform PayPal?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
