Evidence stuck on submitted, but for years, not weeks

After three days of trying to contact PayPal through their message platform, they basically just told me to go to the resolution center to upload everything again. Problem is, is all the evidence is stuck on the 'submitted' status. Has been for a very long time. As far as I can tell, there's no dropdown box, expandable element or further option to change the evidence. So how do I upload new evidence if all the slots are filled already in the resolution center?
