Etsy seller closed store immediately after I purchased an item that arrived not as described

Hi there

I have a dispute that I'm happy to return, however, the seller is in another country.  Since the item is SIGNIFICANTLY not as described, I feel that they should provide the return label. However, PayPal is not giving me the option to do so.  What can I do?  The seller purposely sold items that looked like high value items, sold a lot, closed their store and only offered me a less than half refund.  It will cost too much to send it back at my own cost.  Is there a way to require the seller to provide a label?  I opened this claim on March 29th and they just responded a few days ago, I believe, on purpose so that my options would be limited.  Any assistance would be appreciated.  Thank you.
