Where can I find the link, to see if I have met all 3 requirements? I cannot find it anywhere !

Are you talking about the new seller hold?
If so then its up to paypal when they consider you a 'trusted seller' and you no longer have the hold applied.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
