Escalating a dispute

any tips as to how I do this? I have followed instructions sent in an email from PayPal but there is nothing on the page to indicate how I do it? Thanks

Although I followed the steps to escalate the dispute in step 3. there isn't  any "Escalate to Paypal" button to cick at the bottom of the page.

I have only a week before deadline. Any help is appreciated.
