Error when changing beneficial owners

Hi. I have an issue that PayPal keeps sending me emails to change the company's beneficial owners.
I try to do that, but when clicking Save, I get an error: "Sorry, we are not able to process your request. Please check your entries and try again."
What could be the problem?
It's been going on for days and I can't get the account verified in any way. Also can't call them as lines are closed.
I would appreciate any help!

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
