I ordered sandals from Empire Gifts. They were not shipped in 2wks so I emailed them to cancel the order on 4/17. Then rec'd them 4/26. They were not as described it pictured. PayPal contacted them and Empire said if I return them they will give me a refund. However, the return address is in Canada so shipping will be$21. I paid$29 for the sandals. What can I do to get PayPal to refund the whole amount?
