I'm sorry to hear that the item purchased is not as described. If the eBay dispute process is no longer available, you can open a dispute through PayPal.Once a dispute is opened, please make sure that the dispute is escalated to a claim within the allotted time frame and is not ever closed by you unless you receive a refund or replacement item. If you close the dispute or claim, it cannot be reopened.
