Ebay gift cards for pickup / delivery?

A buyer wants me to purchase four $100 ebay gift cards from walmart, scratch them and email images of the scratched cards to paypal before releasing his funds to purchase my product. This sounds fishy to me. Has anyone heard of such an agreement?
