Ebay dispute override

I bought an item on ebay that never arrived and after 4 months communicating with the seller I couldn't find a solution so the ebay support told me that I am under PayPal Purchase Protection. They told me to call this number as a guest: [Removed. Phone #s not permitted]and request a dispute override. I tried to call this number but my call stops before it even ring. Do I miss a number or somthing? And will I be able to get a refund after all this?

Locate the payment transaction in your account activity, click it, then click "Report a problem" to file an Item Not Received dispute.

My transaction was made by credit card and not via paypal so they told me the only way was to call paypal at this number.
