Ebay Purchase Pal Pay paid, seller did not receive

I thought I bought phone last night. Today i checked to see if it had shipped. Long story short

No record of sale on Ebay,,,Seller states they sold to someone else but Pay Pal shows I paid them. (Pay Pal closed now so i can get an answer)

I dont think the payment is pending because it wont let me cancel it.

Any thoughts?   Have I been scammed/hacked?

it sounds like seller may have sold the phone to someone else but did not refund your payment.

you have 30 days to file item not received under Ebay Money back guarantee program,but I would email seller and ask him to refund now,cases like that make him look bad

What does it say next to the transaction in your Paypal account?

1. Pending / Unclaimed.
2. Pending / Unclaimed with a cancel option.
3. Completed / Payment / Sent.
4. Pending.
