I disputed a charge on my account on June 4th of this year and also contacted my bank to try to fix this situation. My bank did a refund citing "Visa fraud adjustment" on June 19. My PayPal account activity says that a refund was issued by them on June 28, but I have no record of that ever being deposited in my bank account. Now, PayPal charged my account $96.99 for this because they say I was "double refunded". My PayPal account is now negative. How do I resolve this issue? I have my bank statements showing that I was only refunded once and it was from my bank, not PayPal.
