Don't count on Paypal to have your back

Not enough investigation. Vendor is no longer selling, their website gives a 404 error code. I ordered a hand held battery operated minichain saw, what I received was a chain with two nylon straps. Where do I put the batteries? Paypal did zero investigation. I ordered Sept. 3rd, the vendor provided 2 FAKE tracking numbers then finally sent a stupid chain, showed that something was delivered and they (Paypal) denied my claim, 45 days after I disputed transaction. Don't count on Paypal to have your back, their "guarantee" sucks.

Seller would win a dispute for non receipt of item if they provided trackable proof of delivery.

Did you change the dispute from non receipt to not as described before the dispute closed?

If not then have you contacted customer services to open a second dispute for not as described for you as you can't open one yourself?
