Doesn't PayPal talk to its customers?

My PayPal account was used by someone in another country to buy goods. Although the money was refunded after I had pointed out the theft, PayPal has never said anything to me about it.
I had assumed that PayPal was very secure, but since the money was used to buy fishing rods, I suspect that the offender(s) were a couple of young lads. Thus suggests that PayPal security is not very good... Is this kind of crime common?
Any further info will be gratefully received.
