They do offer buyer protection but a lot would depend on the description of the item on the money request you were sent by the seller or the description you put in the notes section when you sent the payment.
If you put ''shoes'' and got shoes then doubt you would win a dispute for item received but not as described.
However if you do open a dispute then make sure you have activated the below link in case paypal say you have to return them first before you get a refund.
