Does paypal guarantee money back ?

Hey i just order Oakley frame (Currency) from Otticanet and they are actually fake or not the same as display on website . They told me i can return it and they going to give my money back even the shipping . I want to know , if i got the proof in sending it back with fed ex , does paypal protect me if they are not giving me my money back once it send ! Thanks everyone
