Tried to send a small amount to my friend in the Philippines on Sep 3. Paypal will neither release the money to the intended recipient nor refund it to me. I initiated a dispute and have been trying to chat and sending messages to Paypal for the last 12 days. As of COB today I have received absolutely no reply from Paypal.
Is this typical?
Is there any way I can get Paypal to do something about this problem that they caused?
