Does PayPal have a written definition of "materially similar"?

I had a whole home battery backup system installed by Tesla for power outages. I paid Tesla using PayPal. My air conditioning was to be part of the backup. The air conditioning has never worked in backup mode and causes the system to trip. Tesla is now discussing removing my air conditioning from the backup. Tesla has drug this on for 6 months without resolution. I was nearing the end of my 180 day window to file a PayPal dispute so I disputed the Tesla charge.
PayPal denied my claim saying "because if an item is materially similar to the seller's description, we do not consider it to be significantly not as described"
I don't understand how a home backup system without air conditioning could be considered "materially similar" to a home with air conditioning backup.
Is there a PayPal definition of "materially similar" somewhere?
