Does PayPal charge for customer service?

I have a business associate who contacted PayPal customer service via chat. He told me the representative said that for PayPal to help, they would charge $50 or so to do that. I have never heard of PayPal doing this, so I hope someone could verify this and how my friend can get proper customer service.

No. That's a scam. Call PayPal directly from the Help Center, where you click through and it says “call us”.
