Does PayPal charge a fee to the seller if there is a dispute resolution case open?

I was asked to make payment for a rental service before my application went through. My application didn’t go through as I was lacking documents. So I requested a refund via a dispute resolution as my refund wasn’t given to me 2 weeks after. The seller/ merchant told me to close my case as 1) they are unable to do a refund with a open case ( which I find out is not true) 2) that PayPal charges them a fee if there is an open case. I would like to find out if does PayPal charge a fee? And what should I do in this situation, knowing that if I close the case and I will not be able to open a case again.

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
