If the payment was sent within 180 days from payment date, locate the payment transaction, click it, click "Report a problem" to open a Significantly Not As Described dispute. Be sure to include the tracking number for the returned item showing "Delivered" as that is the only way to prove item was in fact returned. You can escalate within 20 days of opening the dispute to have PayPal step in to make a ruling.
