Do I close the case when seller finally decides to refund?

A seller from India finally received the return item I sent, and is asking me to close my case that was already escalated to PayPal. They claim they are unable to load a refund into their account from their country. Do I wait out the original resolution request because I cannot reopen it if they don’t refund me, or take them at face value and cancel my open case because they claim to be willing to finally work with me? I told them to just respond to it then. What I don’t understand is their claiming it is “technically” impossible for them to refund me through PayPal from India anyhow.

DO NOT CLOSE IT, provide paypal with the tracking number if you won the dispute and that is what paypal have requested so you get your refund.
