Disputing a Claim

I made a purchase using PayPal about 4 weeks ago and it hasn't registered on my PayPal activity. The item hasn't arrived nor has the seller indicated any shipment tracking for the item. I cannot seem to go to the Resolution Center to dispute the purchase because the item doesn't register on my PayPal account, though I received a PayPal receipt and verification of the order in my email. I tried calling PayPal customer service, but they closed their line due to COVID-19 and I'm not sure how to dispute the charges for this seeming scam. Can anyone help or provide any suggestions, please?
