I purchased item and when delivered it was not what I purchased. I have requested a full refund and have been offered 5% off. To send product back will cost $20. Help

Welcome to the PayPal Community! I can understand wanting to figure out your options and try to get a full refund. If you cannot come to an agreement with your seller/merchant, you can always open a dispute with PayPal and ask us to step in. Here is how to file a dispute. Additionally, we do have a Return Shipping program in place to help reimburse charges for sending an item back. You can find more information on this here
