Item I ordered was missing from parcel, PayPal refused my case i opened because the seller had tracking, how can I get my money back

You should have opened a dispute for item not as described ie missing.

Then if you had to return it, you just return what you received trackable for a refund.

Sadly its x1 dispute per transaction.

If you funded your paypal payment via a credit card then talk to your card issuer and see if they will chargeback for you.
